森井悦司は、協調的指導者と恐れられる親分という二面性を併せ持ち、戦時下の日系カナダ人社会を象徴する存在だった。政府に重用される一方、地区では威圧と暴力で影響力を行使した。だがその権力は、強制移住によって支えとなる社会的基盤が消滅したことで崩壊した。戦後、日系社会は彼を拒絶し、森井自身も役割の喪失を受け入れた。本論考は、この複雑な人物像を通して、日系カナダ人史の激動期を照らし出す。

Etsuji Morii

Etsuji Morii embodied deep contradictions that reflected the wartime Japanese Canadian community. To authorities, he appeared a trusted, cooperative intermediary, respected in Vancouver’s prewar Japanese society and repeatedly appointed to key roles. To many locals, however, he was an intimidating Oyabun whose network used pressure and violence, especially during the evacuation. His power collapsed when the forced uprooting of 1942 destroyed the Powell Street networks that sustained him, and Japanese Canadians increasingly rejected his authority. After the war, with the community dispersed and unrebuildable, Morii accepted his diminished role. His complex legacy reveals the turmoil that shaped Japanese Canadian history.

Jitaro Tanaka and Tanaka Documents

田中治太郎(チャールズ・タナカ、1905–1990)は滋賀県に生まれ、1911年に父を追ってバンクーバーへ移住した。幼少期からカナダ社会で育ち、戦前は家具製造業者として成功し、日系社会の実業家層に属した人物である。第二次世界大戦が始まると、日本とカナダは交戦状態となり、日本領事館が閉鎖され、日本国籍者は外交的保護を失った。このため日本政府は中立国スペインを「保護国」として指名し、スペイン総領事館は田中治太郎と西尾一平を、日本国籍者の公式代表として任命した。田中は強制移動や収容に関する相談を受け、カナダ政府やB.C.保安委員会との交渉、道路キャンプや収容地の巡回視察、通訳・調整などを担い、日系人の権利保護の中心的役割を果たした。また、彼と妻・澄子が1941年から1944年までほぼ毎日記録した177ページの「田中クロニクル」は、強制移動の実態を伝える最重要一次史料として高く評価されている。戦後はモントリオールに移り、家具製造業を再開するとともに、日系カナダ人市民協会の会長としてコミュニティ再建に尽力した。彼の活動は、戦時下の日系人の苦難と抵抗を記録し、後世に伝える大きな貢献となった。

田中クロニクルとは、田中治太郎(チャールズ・タナカ)と妻・澄子が、1941年12月7日の真珠湾攻撃直後から1944年10月16日まで、ほぼ毎日書き続けた177ページに及ぶ詳細な記録である。 この文書は、日系カナダ人の強制移動・収容の実態を内部から克明に記録した、最も重要な一次史料の一つとされている。内容には、バンクーバーの日系社会の動揺、B.C.保安委員会やRCMPとの交渉、道路建設キャンプや収容地の視察報告、家族分離の悲劇、日系人内部の対立、スペイン領事館を通じた保護国業務などが含まれ、当時の政策決定の裏側や現場の混乱が具体的に描かれている。田中はスペイン領事館から日本人代表に任命されていたため、政府側と日系社会の双方にアクセスでき、その視点は極めて独自性が高い。クロニクルは、日系人が直面した差別、恐怖、抵抗、そして生存のための努力を生々しく伝え、今日の歴史研究において不可欠な資料となっている。

Jitaro “Charles” Tanaka was a Japanese Canadian community leader, businessman, and one of the most important chroniclers of the Japanese Canadian wartime experience. Born in Shiga Prefecture in 1905, he immigrated to Vancouver at age five and grew up within the city’s vibrant prewar Japanese community. Before the war, he established himself as a successful furniture manufacturer and became well‑connected among both Issei business leaders and broader civic networks.

 

When Canada declared war on Japan in 1941 and Japanese diplomats were expelled, Japanese nationals in Canada suddenly lost all official representation. Because Spain was a neutral country, the Spanish Consulate was appointed as the “Protecting Power” for Japanese nationals, and Tanaka—along with Ippei Nishio—was formally designated as an intermediary to represent Japanese interests. In this role, he served as translator, advisor, and liaison between Japanese Canadians and Canadian authorities, traveling to road camps and relocation sites across British Columbia to report conditions, convey grievances, and negotiate practical matters affecting evacuees.

 

His most enduring contribution is the 177‑page near‑daily chronicle he and his wife Sumiko kept from December 1941 to October 1944, documenting the confusion, hardship, and internal tensions of the forced removal. This record is now considered one of the most valuable primary sources on Japanese Canadian internment. After being interned at Lemon Creek, Tanaka resettled in Montreal, rebuilt his furniture business, and later served as president of the local Japanese Canadian Citizens Association, contributing significantly to postwar community rebuilding.

田中次太郎は太平洋戦争時に、カナダの日本人の保護の責任に当たったスペイン領事館に、日本人の代表の役目を任命され、日本人の強制移住の経緯を詳細に観察し、記録に残した。この文書はこの記録に基づいて書かれている。

1942年、日系カナダ人2万3千人は戦時措置法の下で強制移住させられ、家族分離や生活破壊が生じた。BC保安委員会の急ごしらえの運営は混乱を招き、森井悦司ら一世指導者と二世組織の対立も深まった。家族単位移住を求める運動が続き、最終的に認められたが、多くはスロカンなどの収容地で過酷な生活を強いられた。田中治太郎は記録者・代表として重要な役割を果たした。

The 1942 evacuation of 23,000 Japanese Canadians, most of them citizens, was carried out hastily under the War Measures Act after Pearl Harbor. Poor planning caused family separations, overcrowded facilities, and deep community conflict. Multiple Japanese Canadian groups formed, including Morii’s liaison committee and the Nisei Mass Evacuation Group, which fought for family‑unit relocation. After negotiations and public pressure, the B.C. Security Commission finally approved family evacuations. Jitaro “Charlie” Tanaka played a key role as liaison, chronicler, and advocate. The evacuation left lasting trauma, exposing racism, political opportunism, and the fragility of civil rights in wartime Canada.
